परिचय
|
|
प्रदेश की सहकारी गन्ना समितियों एवं उनकी शीर्ष संस्था उ0प्र0 सहकारी गन्ना समिति संघ लि0, लखनऊ के कर्मचारियों की सेवाओं को नियंत्रित करने हेतु उ0प्र0 सहकारी समिति अधिनियम 1965 की धारा 122 (2) के अन्तर्गत उ0प्र0 सहकारी गन्ना सेवा नियमावली 1975 सरकारी गजट 18 अक्टूबर, 1975 में प्रख्यापित की गयी है जिसकी प्रति संलग्लक -1 पर है। विभिन्न वर्ग के कर्मचारियों हेतु सक्षम प्राधिकारी एवं उनका गठन उ0प्र0 सहकारी गन्ना सेवा नियमावली 1975 के नियम संख्या 35 एवं 36 में निम्न प्रकार किया गया है

35. Recruiting and appointing authorities
The following authorities shall be competent to recruit and appoint staff indicated against each under these regulations
|

ZONAL CANE SERVICE AUTHORITY
- Fourth class staff of the respective cane union, as define in regulation 3 (f)
- Seasonal purzi distributors.
- Seasonal line jamadar.

2 |
REGIONAL CANE SERVICE AUTHORITY
- Seasonal cashiers
- Seasonal clerks
- Jeep drivers
|

3 |
REGIONAL CANE SERVICE AUTHORITY
- Assistant accountant
- Clerks
|
|
4 |
STATE CANE SERVICE AUTHORITY
- Accountants and cashiers of the cane unions
- Fourth class staff of the federation as defined in regulation no.(f)
- Drivers of vehicles owned by the federation
- Ministerial staff of the federation as defined in regulation no. 3(e)
- All types of supervisory staff of the unions of the state and the federation s define in regulation no. 3(a)
- Fertilizer inspectors
- Instructors

ZONAL CANE SERVICE AUTHORITY
- Fourth class staff of the respective cane union, as define in regulation 3 (f)

36. Constitution of authorities mentioned in regulation no. shall be as under
|

ZONAL CANE SERVICE AUTHORITY
- Senior Cane Development Inspector
- Two representatives of the union nominated by the committee of management of the union concerned.
- One of the C.D.Is. of the zone to be by the D.C.O. of the district.
- Sachiv of the cane union member/Secretary
Note :
- In case more then one cane union falls in the area controlled by a senior cane development inspector, such authorities shall be constituted for each union separately and the same senior cane development inspector shall be ex officio chairman of each such authority.
- When the area of operation of a cane union falls in more than one council area Deputy Cane Commissioner of the region shall decide as to which S.C.D. will be chairman of the Zonal authority of such union.

REGIONAL CANE SERVICE AUTHORITY
- District Cane Officer
- One representative from amongthe chairman of the unions of the district nominated by the Deputy Can Commissioner of the region of lottery Basis
- One representative of the Federation from among the members of its general body. belonging to the district. to be nominated by the committee of the management of the federation.
- One officer nominated by the Cane Commissioner.
- One senior cane development inspector of the district nominated by the Cane Commissioner

REGIONAL CANE SERVICE AUTHORITY
- Deputy Cane Commissioner (Regional)
- One member of the Committee of management of the cane union of the region to be nominated by the Cane Commissioner on lottery Basis.
- One representative of Committee of management of federation belonging to the region, nominated by the committee of management of the federation.
- An officer to be nominated by the Cane Commissioner.
- District Cane Officers of the region head-quarter.

- Accountants and cashiers of the cane unions
- Fourth class staff of the federation as defined in regulation no.(f)
- Drivers of vehicles owned by the federation
